1, The basic requirements:

　  “Thousand Talents” invites talent who obtain doctor degrees overseas, and in principle shouldn’t be more than 55 years old. After the introduction they should work generally no less than 6 months in China each year, and meet one of the following requirements: experts that are equivalent to professors in the famous foreign universities or research institutes; Talents who are accomplished in technology and management and hold senior titles in well-known international companies or financial institutions; Talents that own independent intellectual property rights, master the core technology, possess experience in managing their own businesses overseas, be proficient in relevant industries and international rules, or high-level talents that are urgently needed in other categories.

　  According to different features of the creative talents and incubative talents and the specific needs of different career platforms, the proposed introduced talents should also meet other corresponding requirements. For example, first, the talents should have independent intellectual property rights and patents, and their technology is internationally advanced, able to fill the blank, has market potential and can be produced industrially; second, the talents should have overseas incubation experience, or rank middle or senior management positions in internationally well-known enterprises for more than 3 years, be familiar with relevant fields and international rules, and own management ability; third, talents’ own funds(including technology shares) or overseas risk investment should accounted for more than 50% of the incubative capital.

1, The basic requirements:

　  (1) Foreign Talents

　  Citizens of Chinese nationality, experts who are willing to settle down in China, or talents that waive their foreign nationalities. Meanwhile, they also needs to meet the following basic requirements:

1. Having a doctorate;
2. Researching overseas for 4 consecutive years after receiving his PhD, generally should obtain an assistant professor titles or some titles above or equivalent to assistant professor in foreign countries;
3. Taking charge of a project independently or Participating in the whole process of a project and making remarkable achievements as a main backbone;
4. Having considerable impact in corresponding academia in China or even abroad, being able to master the direction of development in his field with long-term strategic thinking, and leading a team to do research in the forefront of international science and making innovations achieving international levels;
5. Having great academic attainments, Having made academic achievements of international level, having published numerous influential papers on important journals, mastering the key technology and having significant inventions and patents, being enough profound to act as academic leaders;
6. Obeying scientific ethics, being honest and strict, respecting others, being dedicated to work for Chinese science and technology development and national economic construction

　  (2) Talents in domestic universities and research institutes

　  The talents should be young backbones with senior titles.

2, Job Opportunities：

Visiting Scientists

1. Apply requirements

　  (1), Having a doctorate, researching for more than 5 years;

　  (2), Under 45 years old;

　  (3), Domestic scientific and technological scientists with associate researchers or associate professors at least, and foreign experts with assistant professor titles at least.

2. Ability

　  Having great ability of doing basic theoretical research and breaking through significant technical problems, having organized or participated in a major research project and achieved certain achievements.

3. Duration of work

　  Generally lasting from 3 months to 1 year, could be extended to no more than 2 years after approval by the Bureau of personnel and education if needed.

4. The station

Application Procedures of visiting scientists:

　  1, Applicants should fill out the” Application Form of visiting scientists in Chinese Academy of Sciences” and related materials, then “Visiting Scientists Trial council” will discuss and determine the funds, and finally it will be reported to the academy.

　  2, Deadline of the Application: March 15 in the first half of the year, October 15 in the second half of the year.

　  3, The application will be accepted by Chinese Academy of Sciences before the end of October every year.

Inviting famous overseas scholars to SIA

Apply requirements:

1, Under 45 years old and healthy;

2, Researching overseas for 5 consecutive years after receiving his PhD, being equivalent to associate professor at least in the chief scientific research or education institutions abroad.

3, Profound, having gotten the brilliant achievements that have been recognized internationally, having the ability to lead this subject to overtake or keep international forefront at least.

4, Having published significant influential papers on important international academic journals that is closely related to the direction of the subject, or possessing important patents.

5, Excellent professional ethics, spirit of cooperation, and great ability of organization management and leadership.
